British court refuses extradition because of state of French W Indies jails

A British court has refused to transfer to a Dominican resident to France because of the conditions of detention in French West Indian jails. Kurtis Richards, accused of being a major smuggler of drugs between Guadeloupe and Dominica, was the subject of a European arrest warrant.
