Francois Hollande said that the situation caused by the Islamic State (IS) is the most serious one the international community has faced since 2001.

In an interview with the French daily newspaper Le Monde, Hollande said that a global strategy is needed to address this threat.

He also said that the Islamic State has shown that it is well financed and armed. He added that the threat they are posing in Iraq could spill over to Syria and Lebanon.

Hollande said that it is the failure of the international community to ensure a transition in Syria that has had this knock-on destabilizing effect in Iraq.

He lamented the failure of the international community to react to the use of chemical weapons by the Syrian government, and said that the rebels fighting in Syria "deserve all our support".

A video released by the Islamic State on Tuesday showed the beheading of a man believed to be the American journalist James Foley. IS said this act was in retaliation for US military assualts on their positions in Iraq over the past weeks.
