Kashmir - time for change

The Armed Forces Special Powers Act, which allowed members of the armed forces to open fire in what were described as 'disturbed areas', was introduced into the disputed state of Kashmir in 1990s. People are now complaining that the Act is still in force despite a change in circumstances. But there is growing resistance from the Indian army.
