Barack Obama announces NSA overhaul

US President Barack Obama has announced a major overhaul of the National Security Agency's phone data collection program. In a televised speech, Obama said he will require intelligence agencies to get permission from a secret court before tapping into a vast storehouse of telephone records. The scope of individual searches has also been scaled back. RFI discusses the overhaul's impact with Stephen Vladeck, a constitutional law expert in Washington.
