Mexico is suffering an unprecedented level of gender violence. Femicides are on the rise and six out of every ten women has suffered some kind of physical or sexual violence. Yet a majority of victims don’t dare to go to the authorities to file a complaint.  In this third report from a four-part series, Alix Hardy takes a look at why the authorities’ record is so bleak, when on paper, Mexico has it all figured out.
